Biography

Stephen Cleveland has been City Manager since 1989. Mr. Cleveland was Assistant City Manager of Goodyear from 1983 to 1989. He is in his third decade of local government service. He started as a Human Resources Planner and was Section Administrator with the Mid Willamette Valley Council of Governments, Oregon, during 1972-1980, and was Operations Analyst during 1980-1983 with the Regional Automated Information Network, Oregon.
