Biography

Brian J. Gerber is an Associate Professor at the Watts College of Public Service and Community Solutions, Arizona State University, where he is Director of the Emergency Management and Homeland Security program.

Dr. Gerber received his PhD from Stony Brook University (SUNY) in 2000. His research specialization areas include disaster policy and management, homeland security policy and administration, and environmental regulatory policy. He has published articles in journals such as Public Administration Review, Journal of Public Administration Research and Theory, Policy Studies Journal, Political Research Quarterly, Public Finance and Management, Public Performance and Management Review and Urban Affairs Review, among others. Previously, he has served as Executive Director of the Buechner Institute for Governance at the University of Colorado Denver, as Research Director for the Stephenson Disaster Management Institute at Louisiana State University, has been a Research Associate with West Virginia University’s Regional Research Institute, was a Research Fellow with the National Science Foundation’s “Next Generation of Hazards Researchers” program and has served as a subject matter expert on a variety of projects. He sits on the executive committee of the National Council for Public-Private Partnerships, was a five-year member of the Denver Board of Environmental Health, is a editorial board member of the Policy Studies Journal, of Risk, Hazards and Crisis in Public Policy and of the Oxford University Press’ research encyclopedia Natural Hazard Science. His publications with co-authors received national research article-of-the-year awards in 2008 and 2009.

Dr. Gerber has extensive experience performing policy analysis and program evaluation work for state and local government agencies, as well as major national nonprofits engaged in disaster relief and recovery work. He has garnered over $3 million via research grants on these issues from funders such as the National Science Foundation, the U.S. Department of Education and the West Virginia Department of Military Affairs and Public Safety. Currently he is working on research and book projects related to local governments and climate change, large scale disaster evacuation management, the dynamics of natural hazards governance, and is a Co-Principal Investigator for NSF’s current round of its hazards researcher fellowship program.
