Biography

Ingrid M. Vila Biaggi is a licensed professional engineer and founder of CAMBIO, an entity that promotes sustainable and responsible actions for Puerto Rico and the Caribbean. In that capacity she actively supports communities involved in environmental justice issues advocating socio-economic development and sustainability. She serves as Urban Water Ambassador for the revitalization of the Martín Peña Channel and neighboring communities in San Juan, and co-chairs the Puerto Rico Recycling Partnership that groups local and federal government with the private sector to increase recycling rates in Puerto Rico. She also serves in the Advisory Council for the Puerto Rico Urban Resilience to Extremes Sustainability Research Network (Julie Anne Wrigley Global Institute of Sustainability, Arizona State University, USDA Forest Service) which seeks to integrate social, ecological, and technical systems to devise, analyze, and support urban infrastructure decisions in the face of climatic uncertainty. She serves on the Board of Directors of Cumbre Social, which promotes and develops public policy from civil society in Puerto Rico, and is a member of the Independent Scientific Commission for Vieques.

Mrs. Vila Biaggi has a bachelor’s degree in Civil and Environmental Engineering from Cornell University and a Master’s Degree in Environmental Engineering with a specialty in water resources from Stanford University. She has worked as a private consultant in both the United States and Puerto Rico. Mrs. Vila Biaggi has also worked in the public sector, first serving as Advisor in Environmental Affairs, Planning and Housing and Deputy Chief of Staff for Governor Sila María Calderón (2001-04); and more recently serving as Chief of Staff for Governor Alejandro García Padilla (2013-2014).

Mrs. Vila Biaggi participates as speaker and panelist in forums and conferences of varying topics related to Puerto Rico including: energy, environment, waste management, education, poverty, gender equality, economic development, infrastructure development, finance and fiscal conditions, participatory democracy and government affairs, among others. Her article, “El país desfigurado: una mirada a los problemas estructurales que impiden el progreso congruente y sustentable de Puerto Rico” will be published later in 2016 in the University of Puerto Rico Law Review. She is an Op-Ed contributor to the Island’s principal newspaper and maintains a blog at cambioprcaribe.com.
