McDonnell, a top attorney at the Hawaii Public Utilities Commission, whose work includes helping to implement Hawaii’s nation-leading 100 percent Renewable Portfolio Standard, addressing the state’s electric vehicle roadmap, and facilitating the ongoing performance-based regulation docket that seeks to reform regulation in an era of increasing rooftop solar and other forms of distributed energy.

McDonnell supports many efforts at the Commission, including integrated demand-side management, energy efficiency, community solar, and other issues related to distributed energy. His experience in energy consulting and electric-utility regulation has focused on distributed energy resources and developing of new utility regulatory and business models.
