Affordable Housing Capacity-Building Workshops for Cities

ASU’s Stardust Center for Affordable Housing and the Family invites you to participate in a free, four-session series of workshops on creating and preserving affordable and workforce housing in your city. These capacity-building workshops will be led by the noted Silvia Urrutia of U Developing LLC, former director of Housing and Healthcare Finance at Raza Development Fund and co-founder of the Arizona Housing Alliance, a statewide organization in support of affordable housing.

Ms. Urrutia will lead this high-level, interactive series, which will bring together public and private entities to discuss existing challenges, highlight best practices, encourage innovation, and disseminate vital information to impact your city's affordable housing capacity.

Each workshop will consist of a panel presentation and moderated discussion aimed at building integrated capacity within your city. City teams are encouraged to suggest topic areas.

We encourage cities to send a team to ensure several departments can learn and share experiences. We suggest a representative(s) from
- Community Development (or Planning Department)
- Housing Department
- Economic Development
- Human Services
- City Manager's Office

INAUGURAL WORKSHOP
Workshop 1: The Financing Affordable Housing

Although the development of affordable and workforce housing is mostly in the hands of private developers, housing for low-income families requires public funds. Thus, municipalities need to understand the many resources available from federal, state, and local governments, determine how best to invest and leverage those precious resources, and identify additional tools that incentivize the process.

-Steve Russo, Attorney at Law, Russo, Russo & Slania, PC: Russo has been counsel to The Industrial Development Authority of the County of Pima for the past 35 years and also represents the Industrial Development Authority of the City of Sierra Vista. He practices in the area of municipal finance and has represented numerous nonprofit organizations and corporations

- Gloria Munoz, Executive Director, Housing Authority of Maricopa County: Munoz has 38 years of experience in program design, public/private financing, housing development, real estate acquisition and management. Under her leadership, the Housing Authority is implementing a housing plan to improve all public housing with a recapitalization plan to redevelop 900+ units of public housing. The capital raised to redevelop public housing will exceed $100M.
